The Private Residential Tenancies Board was established in 2004 and operates a national tenancy registration system and provides a dispute resolution service between landlords and tenants. The Minister for Justice and Equality established the Property Services Providers Authority on a statutory basis on 3 April 2012 and one of the main functions of the PSRA is to control and regulate Property Services Providers (i.e. Auctioneers/Estate Agents, Letting Agents and management Agents) this includes the licensing of all such services providers. A Building Energy Rating (BER) Certificate is an indication of the energy performance of a home or rental property. When a new or existing home is offered for sale or rent the seller / renter must provide a BER to prospective buyers or tenants. The Better Energy Homes Scheme provides grants to homeowners to improve energy efficiency in their homes. Landlords and owners of more than one property can also apply for a grant under the scheme.
